Rusty Thorpe is a technology leader with more than 31 years of experience with AT&T, retiring in 2021 as manager of frontline customer-facing technicians in field operations. His style of servant leadership helped to foster positive relationships with the employees in his workgroups. Rusty and his wife, Terry, have been married for 36 years. She retired in 2019 after 32 years of teaching special needs children in Bay District schools. They have a grown son, Cory.  Cory and his wife, Sarah, have a 6-year-old son named Andruw. 

Rusty has served on Tyndall Federal Credit Union’s board of directors since March 2022, and currently holds the title of Board Treasurer. He hopes to continue contributing to the mission of providing excellent value for TFCU’s membership.

Ted Howell grew up and was raised in Jackson County, Florida where he attended Marianna High School, graduating as valedictorian.  Ted went on to pursue an undergraduate degree from the University of Florida in Industrial & Systems Engineering with honors.  He then continued his education at the University of Florida College of Law where he graduated magna cum laude and obtained membership in the Order of Coif, which is limited to the top 10% of a graduating class. 

Following graduation, Ted started working in Mobile, Alabama where he practiced law for the first two years of his legal career before returning to Panama City.  He has been in practice in Panama City for the last 16 years and currently practices with the Perry & Young law firm.  Throughout his legal career, he have handled a myriad of legal issues for his clients touching on virtually every aspect of the law from personal injury to real estate to corporate dissolutions.  No matter what area of the law in which he has been engaged, his work ethic and problem-solving skills have allowed him to be successful.  Lawyers are essentially professional problem-solvers, and he has employed those skills on the board of Tyndall Federal Credit Union for the last three years and would love the opportunity to continue doing the same for another term.    

In addition to his professional endeavors, Ted has served at the local, regional and state level of various boards, including the Board of Governors of the Young Lawyers Division of the Florida Bar and as a delegate for the Alabama-West Florida Annual Conference of the United Methodist Church.  HE recently completed his term as the Chairman of the Grievance Committee for the Fourteenth Judicial Circuit of the Florida Bar, and currently serves as the Chairman of the Board of Trustees for the Marianna-Panama City District of the United Methodist Church.   Ted has been married to his wife, Heather, for 18 years and has two beautiful children, Vivian (14) and Judson (12).

Randy Berling is retired from the Office of the State Attorney, Fourteenth Judicial Circuit. Prior to retirement he was employed as the Executive Director responsible for all budgetary issues, personnel matters and implemented the worthless check diversion program and the Victim Advocate program.

Prior to his role as Executive Director, Randy investigated criminal cases involving economic crime and consumer fraud. During his professional career, Randy served on numerous local boards such as the Boys and Girls Club, Catholic Charities of Northwest Florida and was a founding member of the Gulf Coast Children’s Advocacy Center. Presently he serves as Chairman of the Tyndall Federal Credit Union Supervisory Committee. Randy is married to his wife Dawn who retired after teaching for 32 years for the Bay District Schools. They enjoy spending time with their daughter and her family who live in Pensacola. Their hobbies include hunting, fishing and outdoor cookouts with friends at their second home in Gulf County, Fl.

Jean-Edson Belcourt is a results-driven medical director with a distinguished career in Hospitalist/Internal Medicine. With a strong track record of leadership and strategic vision, Jean-Edson has consistently delivered exceptional results and driven growth. As Medical Director, he is responsible for overseeing operations and finance. He has a proven ability to lead cross-functional teams, streamline processes, and implement strategic initiatives that drive efficiency and market share.

Throughout his career, Jean-Edson has consistently demonstrated a forward-thinking approach to medicine, staying ahead of industry trends and disruptions. He has a keen understanding of market dynamics and is skilled at leveraging this knowledge to create competitive advantages.

Jean-Edson is known for his exceptional leadership style, which combines a collaborative and inclusive approach with a focus on accountability and results. He is adept at fostering a high-performance culture within his teams and has a passion for mentoring and developing talent.

Outside of medicine, Dr. Belcourt enjoys spending time with his lovely wife and beautiful four children. He loves spending time fishing and many other water activities.

John Parillo became President & CEO of Tyndall in 2024, bringing more than 23 years of industry experience. In his role, John leads all facets of the Credit Union’s operations, including strategic planning, financial management, and member engagement. His expertise driving digital-first initiatives and enhancing operational efficiency will continue to deliver significant, tangible value to our members.

 John is committed to Tyndall’s member-first philosophy, upholding our military heritage, and fostering our team member's professional development and well-being. He holds a Bachelor of Science in Accounting, graduating summa cum laude, and a Master of Business Administration, Information Systems and Technology, with High Distinction, both from Bentley University in Waltham, Massachusetts. He is pursuing an MBA from the Massachusetts Institute of Technology, Sloan School of Management. Additionally, John is a Certified Public Accountant and Certified Fraud Examiner.

 John has led numerous community-focused initiatives throughout his career, including volunteer programs, community grants, financial education, and scholarship opportunities. Under his leadership, supporting the communities we serve will remain a cornerstone of Tyndall’s mission.

 In his free time, John enjoys spending time with his wife, Rachel, and their two Nova Scotia Duck Tolling Retrievers. John is an avid fisherman and outdoor enthusiast, enjoying all that the beautiful emerald coast has to offer.

Satish Mehta has an extensive background in financial services and technology, working in the credit union and fintech sector for more than 30 years. Currently, Satish serves as Executive Vice President/Chief Information Officer at Tyndall Federal Credit Union, and he previously supported the credit union as a consultant. He has held multiple leadership roles at different institutions and most notably, he served as Chief Information Officer at Service Credit Union (a $4B credit union with 200,000+ members) in New Hampshire. Satish excels at strategic planning, staff development and cost control.
